Updates from DEP on Waste Issues
- The CESQG guidance has been posted on DEP's web site. Go to DEP's Hazardous Waste web page and click on "CESQG Handbook", or just click on the link provided below to document. Please feel free print or copy if needed but in no case should anyone make any changes to the document without the written consent of the CT DEP.

- Upcoming HWAC meeting scheduled for 9:30-12:15 on June 17, 2009 at the UCONN Health Center located in Farmington. Theme is: ncentives for Accelerating WEED Enforcement Action Resolutions and Increased Compliance Rates. Please think about and bring your recommendations for increased compliance rates to this meeting. Stay tuned for more details including agenda at: www.ct.gov/DEP/HWAC .
- Upcoming Solid Waste Advisory Committee Meeting topics include:
April 28: Discussion of the new bottle bill, updated recycling web pages, reg/leg update
May: Targeted discussion of material reuse and deconstruction; and

Committee rejects DEP's reach for $100,000 penalties
The Environment Committee today approved SB-871, An Act Increasing the Enforcement Authority of the Department of Environmental Protection. However, prior to approval, the committee stripped language from the bill, consistent with CBIA's position, that would have given the agency authority to unilaterally issue penalties of up to $100,000 for civil violations — including first-time paperwork violations with no direct impact on the environment or human health. Several CBIA member companies submitted testimony to the committee at a public hearing last month in strong opposition to this portion of the bill. Their efforts clearly had an impact as the committee unanimously agreed to pull the offending language.
The remainder of the bill, as approved by the committee, addresses enforcement against willful and knowing violations of environmental requirements. CBIA has consistently encouraged DEP to focus its punative penalty authority on these types of violations.
