Connecticut Stormwater Quality Manual
The Connecticut Stormwater Quality Manual provides guidance on the measures
necessary to protect the waters of the State of Connecticut from the adverse
impacts of post-construction stormwater runoff. This manual focuses on
site planning, source control, and stormwater treatment practices and
is intended for use as a planning tool and design guidance document by
the regulated and regulatory communities involved in stormwater quality
management.

The Stormwater Phase II rule was published on December 8, 1999, and generally
requires operators of small MS4s in urbanized areas to develop and implement
a stormwater management program which addresses six minimum control measures.

Stormwater discharges are generated by runoff from land and impervious
areas such as paved streets, parking lots, and building rooftops during
rainfall and snow events that often contain pollutants in quantities that
could adversely affect water quality.
