House to take up anti-sourcing bill
(June 1, 2007) The House is expected to vote on a bill that penalizes Connecticut companies for participating in the global economy and sourcing some work in locations where they can become more competitive and effective.
HB-7032 calls for the governor’s office to compile a list of where services are being performed under state service contracts, creates a task force to study the impact outsourcing has on Connecticut, mandates that state contractors under state service contracts disclose where the services are performed and allows state agencies to give preference to those services that are performed within Connecticut or the United States.
Although not an outright ban on outsourcing under state contracts, the bill is an unnecessary and pointed message that Connecticut is unfriendly to the global economy. With the state trying to ramp up its economic development efforts, the bill’s timing and aim are both poor.
Protectionist measures neither help employees in the state nor help retain or create jobs. Instead, they characterize Connecticut as a place that is out-of-touch with the global economy.
