Out of Area Coverage
CBIA Health Connections (HC) carriers offer coverage for your employees who reside in Connecticut and most U.S. states.

CIGNA
CIGNA is ONLY available to Connecticut residents and employees residing in select towns in Massachusetts. When Plan Look-up by Zip shows CIGNA as available to an employee residing in Massachusetts, the employee may elect CIGNA but they must access CIGNA's Connecticut provider network.
For dependents who attend school out of state, please view CIGNA's Guest Privileges brochure.Members in the Network, HMO, & POS plans (CBIA's co-pay plans and facilities deductible plans) will need to contact CIGNA Customer Service at 1-800-CIGNA24 to discuss guesting availability. Note: Guest Privileges is not available in NY, NJ, PA or DE. Your dependents may still access care on an in-network basis for emergency services, however, all other services received in those states will be considered out-of-network. They should use CT providers for all non-emergency care.
For Open Access Plus Members (CBIA's POS 2000 plan and HSA plans): To determine if your dependent qualifies for Guest Privileges coverage, go to CIGNA's provider directory and input the zip code of the area where your child will be attending college. Then choose the Open Access Plus, OA, Choice Fund OA Plus option.

Oxford
Oxford Health Plans offers three solutions for out-of-area coverage. Availability depends on the state and/or county in which an employee lives.
In-Area enrollment through the Oxford Freedom Network of providers:
In addition to Connecticut, members residing in these states and/or counties have access to all Oxford PPO, POS, and HMO products.
Delaware: entire state covered
New Jersey: entire state covered
New York counties covered: Bronx, Dutchess, Kings, Nassau, New York, Orange, Putnam, Queens, Richmond, Rockland, Suffolk, Sullivan, Ulster, and Westchester
Pennsylvania counties covered: Berks, Bucks, Carbon, Chester, Columbia, Dauphin, Delaware, Lackawanna, Lehigh, Luzerne, Montgomery, Northampton, Philadelphia and SchuylkillIn-Area Expanded enrollment through the United Healthcare Network of providers:
Members residing in these states and/or counties have access to Oxford PPO and POS products only. HMO products are not available.
Rhode Island: entire state covered
Massachusettes counties covered: Berkshire, Franklin, Hampden, Hampshire, and Worcester
New York counties covered: All counties not covered through the in-area Oxford Freedom Network (see above)

Status of CBIA Health Connections Plans
The Massachusetts Health Connector has reviewed all CBIA Health Connections plans to determine if they meet the Massachusetts minimum creditable coverage (MCC) standard. All HC1 plans are deemed creditable and/or meet the requirements of a creditable plan for 2010 and 2011*.
Any Massachusetts resident enrolled in the CBIA Health Connections program will receive an annual Form 1099-HC from their carrier that reflects their enrollment in a creditable health benefit plan.
Note: Any employer or agent who has already submitted their own application for approval of any CBIA Health Connections plan should contact the Health Connector immediately to cancel review of their individual application. Their plans are approved under CBIA's direct application and don't require further review.
*If you have employees who reside in Massachusetts and are considering enrollment in an HSA-compatible plan, additional steps are required of the employer for those plans to remain creditable. Visit the Massachusetts Health Connector website for details.
