We offer COBRA/State Continuation Services to
our Health Connections and CBIA/Aetna customers. CBIA will
handle all the logistics including:
- creation and distribution of the initial
notification to current employees and dependents;
- creation and distribution of the second COBRA
notice and election form to employees and dependents (called
“Qualified Beneficiaries”) following a qualifying
event; COBRA billing for Qualifying Beneficiaries;
- premium collection and payment to carriers;
- dedicated staff at CBIA to answer all billing
questions; and
- archival and retrieval of COBRA records.
Why should your clients outsource their COBRA/State
Continuation administrative tasks to CBIA?
- By law, most employees are entitled to a
continuation option when they lose health-plan coverage
due to a qualifying event.
- Failure to provide continuation coverage
can result in stiff penalties.
- COBRA regulations are cumbersome and difficult
to understand. Proper compliance requires precise administration.
- COBRA/State Continuation documentation must
be archived for all active and terminated employees.

The broker process is as follows:
For clients who enroll in COBRA/State Continuation
services from CBIA Service Corp., please follow these steps:
- Have your client review, complete, sign and
return the signature sheet from the Service
Contract to CBIA Service Corp. COBRA/State Continuation
Services; 350 Church Street; Hartford, CT 06103-1126.
- Provide client with copies of the Continuant
Takeover Form, to be completed when transferring existing
COBRA continuants to CBIA Service Corp. COBRA/State Continuation
Services.
- Provide client with copies of Qualifying
Event Form, to be completed anytime an employee experiences
a Qualifying Event.
Note: Because Health Reimbursement Arrangements (HRAs) are employer sponsored health plans, they are subject to Federal COBRA regulations. As CBIA does NOT administer HRA's, we are unable to provide our COBRA Administration Services for these plans.
