Comeau’s group benefits experience spans nearly three decades in various leadership roles, beginning with CBIA’s nationally recognized private sector exchange, CBIA Health Connections.

In 2014, the Patient Protection and Affordable Care Act dramatically changed the health benefits landscape. Comeau’s expertise on the PPACA made him a frequent speaker and panelist before business groups on this subject.

And, with the continued evolution of the health benefits landscape, Comeau and his team led CBIA’s transition into offering small group self-funded programs leveraging a carrier-based model.

Ultimately, these experiences have directly contributed to the development and introduction of CBIA’s latest program. In the fall of 2024, CBIA’s innovative new self-funded medical benefit plan for small to mid-size businesses was launched with a focus on bending the healthcare cost curve for employers and employees.

Comeau and his team have broken apart the healthcare benefits model and re-envisioned it to incorporate enhanced member services, transparent pharmacy benefits management, elements of value-based insurance design, and financial features that set a new standard for employers in this market segment.

He is a graduate of the University of Connecticut.
