Electric Boat Names Rayha as Graney’s Successor

General Dynamics Electric Boat senior vice president and chief operating officer Mark Rayha will succeed Kevin Graney as president of the Groton-based submarine manufacturer, effective Dec. 1.

Parent company General Dynamics announced the transition in an Aug. 1 statement, following Graney’s decision to retire at the end of the year.

Graney has been with General Dynamics since 1995, serving in a number of leadership roles with Electric Boat and the National Steel and Shipbuilding Co.

He was appointed Electric Boat president in 2019 and has led the company through an unprecedented growth period, driven by U.S. Navy contracts for Columbia and Virginia-class submarines.

“Kevin has served General Dynamics with distinction for nearly 30 years,” said General Dynamics chairman and CEO Phebe Novakovic. 

“His shipbuilding expertise and strong leadership have been instrumental to the performance and continuous improvement of both NASSCO and Electric Boat.”

‘Proven Leader’

Electric Boat employs about 20,000 people in Connecticut and plans to hire 5,200 employees between its Connecticut and Rhode Island facilities this year. 

Graney said earlier this year said that the growth and hiring trend should continue for at least the next decade. 

“His experience as CFO and COO of Electric Boat will ensure that we continue to grow to support our nation’s need for submarines.”

Rayha has been with General Dynamics since 1989. He joined Electric Boat in 2020, becoming chief financial officer in 2021 and COO in 2023.

Novakovic called Rayha a “proven and capable leader.”

“His experience as CFO and COO of Electric Boat will ensure that we continue to grow to support our nation’s need for submarines.”
