OSHA Updates Hazard Communication Standard
OSHA has updated its Hazard Communications Standard to better align with the rest of the world.
The updated rule aligns with the United Nations’ Globally Harmonized System of Classification and Labeling of chemicals seventh revision.
HCS was put in place for workplace chemical safety. It requires chemical manufacturers to provide information about hazardous chemicals through labels, safety data sheets, and employee training.
Some chemical manufacturing companies are raising concerns about the new standard, calling it an overly complex requirement.
Revisions
The standard revises the criteria for classification of certain health and physical hazards and provisions for updating labels and adds new small container labeling requirements and trade secrets standards, among other changes.
Although OSHA expects the revisions to HCS will reduce injuries, illnesses, and fatalities, officials say they cannot reasonably quantify the impact due to the limited scope and nature of the changes.
While the rule officially goes into effect July 19, 2024, chemical manufacturers, importers, and distributors have between Jan. 19, 2026 and July 19, 2027 to comply depending on the substance or mixture.
Employers who use the products must also update their safety training programs and labeling by July 20, 2026 or Jan. 19, 2028, depending on the product.
