State Seeks Applicants for Brownfield Remediation Funding Programs

The Department of Economic and Community Development is accepting funding applications for two state brownfield remediation programs.

DECD is seeking applicants for both the Targeted Brownfield Development Loan and Municipal Brownfield Grant programs.

The TBDL program provides low-interest loans for eligible remediation projects to potential purchasers and current brownfield owners with no direct or related liability for property conditions who plan projects that reduce blight or for industrial, commercial, residential or mixed use development.

The low-interest loans range from $500,000 to a maximum $4 million and can be used to cover costs associated with the investigation, assessment, remediation, and development of a brownfield, including:

• Soil, groundwater and infrastructure investigation
• Assessment
• Remediation
• Abatement
• Hazardous materials or waste disposal
• Long-term groundwater or natural attenuation
• Other forms of institutional controls
• Attorneys’ fees for environmental consulting
• Planning, engineering and environmental consulting
• Building and structural issues (including demolition, asbestos abatement, PCB removal, contaminated wood or paint removal, or other infrastructure remedial activities)

TBDL pre-applications are due Jan. 25, 2021. Those approved in the screening process must then submit a full application by March 8, 2021.

The municipal brownfield grant program is designed to assist municipalities and municipal entities with projects in their communities that “will make a significant economic impact.”

DECD’s Office of Brownfield Remediation and Development will award grants of up to $4 million to fund costs associated with the investigation, assessment, remediation, and development of a brownfield.

Pre-applications are due Feb. 16, 2021 and full applications must be submitted by April 7, 2021.
