Increases the sales price threshold for a motor vehicle subject to the 7.75% sales and use taxes rate, (2) specifies the sales and use taxes rate applicable to peer-to-peer car sharing, (3) increases the sales and use taxes exemption amount for certain property used in burials and cremations, (4) exempts the sale, furnishing or service of electricity to a biotechnology business from sales and use taxes, (5) dedicates 50% of the additional one percent sales and use taxes on meals to the Tourism Fund, and (6) increase the exemption amount for, and include backpacks in, Sales Tax-Free Week. Establishes a new support program at UConn and CSCU to help small businesses (50 or fewer employees) develop and run high‑quality paid internship programs, including training in internship management and creating structured learning experiences. Creates a stipend program for Pell‑eligible college students to help cover transportation, clothing, and other internship‑related costs. Expands Connecticut’s Human Capital Investment Tax Credit by adding intern wages as an eligible human‑capital expense, allowing corporations to receive tax credit for salaries paid to interns.
