Senate Democrat Caucus priority that (1) exempts from the sales and use taxes clothing costing under $100, school supplies and appliances; (2) eliminates the additional 1% sales and use taxes imposed on meals sold by grocery stores; (3) establishes a voluntary employer payroll tax and a personal income tax credit for certain employees of an employer that elects to pay such tax; (4) increases the maximum allowable credit against the personal income tax for a person's primary residence or motor vehicle; (5) establishes a credit against the personal income tax for expenditures paid or incurred by a taxpayer for the care and support of an elderly or disabled family member; and (6) establishes a credit against the personal income tax for certain rental payments made by a taxpayer with income of $75,000 or less, for such taxpayer's primary residence in the state.

Requires data brokers to register with the Department of Consumer Protection and participate in a statewide deletion mechanism that allows consumers to request deletion of their personal data, with civil penalties for noncompliance. It also requires online disclosure when personalized or algorithmic pricing is used, prohibits consumer‑specific “surveillance pricing,” and makes several changes to the Connecticut Data Privacy Act, including narrowing what qualifies as publicly available information, restricting the sale of precise geolocation data, and imposing new rules on facial recognition technology. Additional provisions address direct‑to‑consumer genetic testing, loudness of streaming advertisements, and other consumer protection issues, with enforcement largely through the Attorney General and CUTPA. Amended by Senate.

A wide‑ranging artificial intelligence and online safety measure that establishes new consumer, employment, and governance requirements for AI systems used in Connecticut. As amended, the bill creates an Artificial Intelligence Policy Office and related advisory bodies; requires disclosures by subscription‑based AI providers; imposes whistleblower protections and internal risk‑reporting obligations on large “frontier” AI developers; establishes an AI regulatory sandbox; regulates AI companions and social media, including protections for minors; and sets rules governing the use of automated employment‑related decision technologies to prevent unlawful discrimination. The bill also requires certain AI‑generated content to be detectable, prohibits the use of AI to impair collective bargaining agreements, and creates several workforce, education, and research initiatives, including a Connecticut AI Academy and AI workforce programs overseen by state agencies. CBIA still has concerns regarding liability regarding anti-bias testing of automated employment decision making technology. Amended by the Senate.
