In a significant move toward streamlining Connecticut’s environmental regulatory landscape, state lawmakers have rallied behind HB 6868.

The bipartisan bill enhances the speed, transparency, and predictability of the Department of Energy and Environmental Protection’s permitting processes.

Gov. Ned Lamont’s administration introduced the legislation, but it has quickly won support from the business community. 

This legislation aligns with DEEP’s 20BY26 strategic initiative, which modernizes agency operations and improves service delivery.

DEEP Commissioner Katie Dykes emphasized that the bill’s targeted statutory changes are essential to achieving the initiative’s goals, ultimately benefiting both the agency and the thousands of businesses and residents who interact with it annually.

Why Predictability Matters

Uncertainty in permitting can stall projects, inflate costs, and deter investment.

HB 6868 tackles this by extending the validity of general permits until replacements are issued, eliminating the risk of regulatory gaps that can disrupt business operations.

The bill also introduces procedural reforms to simplify petitioned hearings on DEEP licenses.

By reclassifying these as public informational sessions, the process becomes more accessible and less burdensome for businesses, while still ensuring transparency and public input.
