Legislation improving the speed and predictability of environmental permitting processes has drawn broad bipartisan support from state lawmakers.

HB 6868 represents a significant step toward improving the overall efficiency, transparency, and predictability of the Department of Energy and Environmental Protection’s permitting processes.

The Environment Committee approved the bill—which aligns with DEEP’s 20BY26 strategic initiative—on a 27-5 vote last month.

DEEP Commissioner Katie Dykes told committee members that many of the 20BY26 initiative’s goals were designed to “either directly or indirectly improve DEEP’s permitting processes.”

“Targeted statutory changes, like those proposed in this legislation, will be critical complements to such initiatives,” she said.

“These efforts collectively will enhance the permitting experience for the thousands of Connecticut businesses and residents who seek DEEP permits each year, while also improving workflows within the agency.”

Predictability

Uncertainty in permitting processes can lead to delays, increased costs, and missed opportunities.

HB 6868 addresses these challenges by extending the validity of general permits until new ones are issued, thereby eliminating the risk of permits expiring before renewal decisions are made.

This change alone will provide businesses with the predictability needed to move forward with their plans without the fear of sudden regulatory interruptions.
