Lawmakers Adopt ‘Significant’ Permitting Reforms

The Connecticut Senate unanimously approved regulatory reforms June 3 that significantly improve the speed and predictability of environmental permitting processes.

HB 6868, which the House adopted last month, represents a major victory for businesses, environmental advocates, and state agencies alike.

Championed by Department of Energy and Environmental Protection Commissioner Katie Dykes, the reforms improve transparency, predictability, and efficiency—while maintaining strong environmental protections. 

“This bill fosters a more business-friendly environment while ensuring the protection of our natural resources,” said CBIA senior public policy associate Pete Myers.

“It’s a practical, common sense reform that supports economic growth while maintaining environmental protections.

“Connecticut’s business community is appreciative of the work DEEP has done and continues to do to improve permitting.” 

Rooted in Collaboration 

The legislation, which now heads to Gov. Ned Lamont’s desk, builds on DEEP’s successful 20BY20 and 20BY26 initiatives, which have already improved permitting speed and transparency. Key provisions include: 

  • Extended validity of general permits, allowing them to remain in effect at the commissioner’s discretion until formally renewed. 
  • Streamlined public hearing processes, defaulting to informational hearings unless a contested case is necessary. 
  • Improved interagency coordination and digital tools to track and manage permit applications more efficiently. 

These changes are expected to significantly reduce delays and costs for businesses, particularly in sectors like manufacturing, construction, and energy. 

“We commend our partners at DEEP and the Environment Committee‘s chairs and ranking members for their leadership in achieving this significant reform,” said CBIA president and CEO Chris DiPentima.

“This legislation is a continued step in the right direction on regulatory reform for businesses across the state, providing the clarity and efficiency needed to move projects forward responsibly.” 

As implementation begins, CBIA will continue to work with DEEP and the broader business community to ensure the new permitting framework delivers on its promise of a more responsive, transparent, and growth-oriented regulatory environment.
