CBIA Releases 2026 State Legislative Voting Records 

The state’s largest business organization today released its annual legislative scorecards, reflecting key state Senate and House votes from the 2026 General Assembly session.  

The scorecards illustrate how legislators voted in 2026 on a series of 12 key bills, either in committee or on the Senate or House floors.  

“Connecticut employers are paying close attention to the policy decisions that shape their ability to grow, hire, and invest in the state,” said CBIA president and CEO Chris DiPentima.  

“While more than 1,000 pieces of legislation were addressed during the session, these bills represent some of the most consequential decisions lawmakers made around affordability, economic growth, and competitiveness.”  

The scorecard highlights lawmakers’ votes on key issues shaping Connecticut’s economy, including energy and healthcare affordability, workforce development, regulatory reform, innovation, and transportation infrastructure.  

Many of these issues were addressed in CBIA’s 2026 ReimagineCT policy solutions—a package of recommendations that received bipartisan support.  

“Policymakers had an opportunity this legislative session to take meaningful steps to address affordability, but unfortunately fell short overall,” DiPentima said.  

“The bills included in our voting records shed light on lawmakers’ true priorities and actions on these critical issues.” 

Affordability Champions 

This year, CBIA recognized legislators with records of 85% or higher as affordability champions.  

“While Connecticut residents are living their lives and working to create opportunities for themselves, lawmakers must be champions for affordability,” DiPentima said. 

“We are grateful to those lawmakers who acted on policy recommendations that support small businesses, enhance workforce development efforts, and address the high cost of living,” DiPentima said. 

However, DiPentima said lawmakers must continue to come together on issues that will make meaningful changes to address Connecticut’s high costs of living and doing business.  

“While Connecticut residents are living their lives and working to create opportunities for themselves, lawmakers must be champions for affordability.”

CBIA vice president of public policy Chris Davis noted that the scorecards also reflect lawmakers’ actions on policies that ultimately did not pass.   

“Once again, lawmakers failed to pass transformative legislation to address soaring healthcare costs for hundreds of thousands of small business employees,” Davis said.  

“Residents and businesses struggling with rising energy costs were also left without meaningful action this session.” 

Davis also noted lawmakers’ actions on several bills that add costly mandates for employers.  

“These kinds of sweeping mandates add new burdens to employers and make it harder for them to compete with businesses in other states around the country,” he said.

DiPentima said the scorecards are an important tool to help Connecticut businesses and residents understand lawmakers’ records on the issues that matter most to them.
