DOL Launches New Online Unemployment Platform July 5

The Connecticut Department of Labor will launch a modernization project July 5 that will have a dramatic impact on the unemployment process for both employers and benefit claimants.

The ReEmployCT initiative, developed in conjunction with other states with the help of federal funding, replaces the agency’s current 40-year-old technology systems.

It is designed to streamline the filing process for unemployed workers and the estimated 115,000 employers who pay into the state’s Unemployment Trust Fund.

Beginning at noon July 5, employers must create a new account through the ReEmployCT website.

Current credentials will no longer be valid and employer ID numbers will have three additional zeros added at the end.

Tax Payments, Notices

From July 5, all unemployment tax payments and any claim related notices or documents will be online, with the first quarter of the 2022 tax and wage return the last filed in the current system.

Employers will file their second quarter 2022 returns—and any outstanding returns for previous quarters—in the ReEmployCT system from July 5. 

For reimbursable employers, monthly billing will be changed to quarterly billing and DOL will bill reimbursable employers on a quarterly basis after May 2022.

The last monthly bill will be in May (for charges incurred in March), and the next bill will come through the new ReEmployCT system in July 2022.

That will be the first quarterly bill and will include the charges for April, May, and June 2022.

Employers will no longer have to fax or send hard copy documents to the labor department.

Increased Guidance

The ReEmployCT system, in development since the Malloy administration, will reduce the number of times some businesses are billed throughout the year. 

Claimants will also see their filing process change. The program is intended to help resolve many of the common filing errors associated with claims through increased guidance and a consumer contact center.  

Although the department has engaged in an outreach and education campaign for the last month, most employers are unaware of the impending shift to the new online system.

DOL is urging employers to visit the website and sign up for additional emails for continued updates about the program.

The agency has also posted responses for a series of frequently asked questions.
