While there were a number of legislative retirements this year, 84% of General Assembly incumbents are running for reelection this fall—and their voting records offer critical insights into their policy positions.

CBIA annually assesses legislators based on their votes on key legislation impacting the economy and job growth.

CBIA measured legislative performances in the 2022 session using votes on 10 bills, including a number of workforce development measures.

CBIA’s Eric Gjede said the session featured broad bipartisan support for a number of positive bills, including expanding the manufacturing apprenticeship tax credit to small businesses and helping returning citizens.

“Our voting records reflect lawmakers’ priorities, measuring their support for small businesses and for critically needed workforce development and affordability solutions,” he said.

“The scorecard also captures the unfortunately adversarial attitude some legislators have toward employers based on their votes on bills like the employer gag order.”

Economy, Job Creation

Gjede said voting scorecards demonstrate a lawmaker’s level of awareness around critical issues impacting the economy and job creation.

“We are seeing a growing number of bipartisan, moderate lawmakers recognize that the high cost of living and the labor shortage are major threats to our economic recovery,” he said.

“We need to hear solutions from candidates on the campaign trail that will further address those challenges.”

A bipartisan group of more than 100 candidates for elected office have already signed CBIA’s Transform Connecticut policy pledge.

The pledge represents a package of policy solutions addressing the worker shortage crisis—policies designed to transform the state for the long-term by building a sustainable opportunity economy that emphasizes affordability, meaningful careers, and a positive business climate.
