Guay Tapped to Lead Contracting Standards Board

Gov. Malloy has appointed David Guay of South Windsor to serve as the first executive director of the State Contracting Standards Board (SCSB). Guay will begin serving in the role on October 18.

Guay is currently the executive administrator of the Office of Governmental Accountability (OGA), which coordinates administrative functions of nine state offices, including the Contracting Standards Board.  

The board was established through legislation in 2007 and, although it went into effect in 2009, has not had any staff up until now. 

Following Guay’s resignation from the OGA, the Governmental Accountability Commission will recommend a replacement to the governor.
