ReimagineCT: CBIA Releases 2025 Policy Solutions

The state’s largest business organization today released its 2025 legislative policy solutions, a 12-point package of recommendations designed to reimagine and grow Connecticut’s economy.
“CBIA’s 2025 ReimagineCT policy agenda will leverage a critical moment in the state’s post-pandemic growth to expand our workforce, grow our economy, and improve our quality of life,” said CBIA president and CEO Chris DiPentima.
“Connecticut businesses have many reasons for optimism leading into the General Assembly session, primarily because of our top priority—protecting the fiscal guardrails implemented as part of the 2017 bipartisan budget reforms.
“The fiscal reforms are working—providing a long-term, sustainable foundation for building an opportunity economy—but you cannot sustain economic growth without job growth.
“This session, we are calling on lawmakers to prioritize policy solutions that will lower our high cost of living—particularly energy, housing, childcare, and healthcare costs—so that Connecticut can retain and attract more residents and grow its workforce.
“Every legislative proposal must be evaluated through this lens: ‘How will this bill make Connecticut more affordable?’”
DiPentima said the policy solutions, developed through collaboration with residents and business leaders from around the state, will drive economic growth, tackling the worker shortage by addressing the high costs of living and running a business, expanding career pathways, and fostering innovation.
Supported by a bipartisan group of 72 lawmakers and a growing coalition of businesses and organizations, the ReimagineCT policy solutions are specifically designed to:
- Boost manufacturing and trades job growth
- Focus on career readiness
- Allow small businesses access to affordable, high-quality health insurance options
- Restore the pass-through entity tax credit to its original level
- Encourage research and development growth
- Streamline state and local permitting
- Increase civil justice transparency
- Identify long-term policies to lower costs and improve our energy infrastructure
- Implement first-time homebuyer tax incentives
- Reduce property taxes
“Connecticut is experiencing a concerning decline in the labor force, combined with ever-increasing costs of energy, employee healthcare, and workplace mandates,” said CBIA vice president of public policy Chris Davis.
“Lawmakers must stay focused on policy solutions that reimagine Connecticut’s workforce, economy, and quality of life in a fiscally responsible manner.
“Working together to adopt these policy solutions, we can retain and attract a growing labor force, enhance innovation and productivity, and promote a regulatory environment that encourages growth and sustainability for years to come.”
