The Department of Administrative Services launched a new portal “aimed at streamlining the user experience for those who do business with the state.”

CT Gateway is a cloud-based portal that will host applications for several programs within DAS Procurement.

“Improving technology and making it easier for small businesses to interact with the state is an important priority of our department and of Governor Lamont’s administration,” said DAS commissioner Michelle Gilman.

The Small/Minority Business Enterprise will be the first application hosted on CT Gateway.

DAS officials said it includes several new, user-friendly processes including:

  • Mobile-friendly application
  • Greater accessibility for individuals with disabilities
  • Realtime application status
  • Immediate inclusion in a web-based directory of certified S/MBEs

Streamlined Application

Department of Economic and Community Development commissioner Daniel O’Keefe said improving the online experience is “critical” for small businesses looking for direction and resources.

“This streamlined application process will allow for DAS to be more efficient in empowering more minority-owned businesses to thrive,” said Minority Construction Council executive director Jennifer Little-Greer.

DAS will expand CT Gateway in 2025 with additional programs.

The Supplier Diversity Program certifies S/MBE companies.

The goal is to help them build revenue and find new customers through an online directory used by state and private industry to identify vendors.

To be eligible, companies must be Connecticut-based, independently run, and federally registered as a small business.

Biznet Retired

MBEs include businesses owned by members of racial or ethnic minorities, women, and persons with disabilities.

SBA Connecticut district director Catherine Marx said DAS’s commitment to streamlining the certification process “will increase participation, ensuring inclusions and opportunity for Connecticut’s business community.”

DAS said it will no longer use the previous Biznet legacy application system for S/MBE applications.

The agency said it will expand CT Gateway in 2025 with additional programs including:

  • Construction Contractor Prequalification Application
  • State Surplus Property and Vehicles
  • Federal Surplus Property
