Connecticut officials this week announced a new health insurance subsidy program for eligible early childhood educators and staff.

The inititiative marks one of the first major workforce investments supported by the state’s Early Childhood Education Endowment.

The program will provide educators and staff employed by licensed childcare centers and licensed family childcare homes with between $1,000 and $1,200 annually toward premiums purchased through the state-run health insurance exchange.

Officials estimate that between 7,200 and 8,800 workers will be eligible.

Open enrollment begins October 23 and runs through Jan. 15, 2027. Coverage will take effect after January 1.

The benefit is funded through a $10 million investment from the Early Childhood Education Endowment, which was created to provide long-term support for Connecticut’s childcare infrastructure.

Investment

Earlier this year, the endowment received an additional $400 million investment, bringing the fund’s value to more than $735 million.

While much of the discussion surrounding the endowment has focused on its potential impact, this announcement signals a new phase: investments are beginning to produce meaningful support for Connecticut families and providers.

State lawmakers emphasized that supporting the childcare workforce is critical to strengthening the broader workforce system.

Earlier this year, the endowment received an additional $400 million investment.

“Our childcare system cannot work without dedicated workers like our childcare educators,” said Rep. Kate Farrar (D-West Hartford).

Sen. Ceci Maher (D-Wilton) highlighted the connection between childcare availability and workforce participation, noting that “if they’re not available to take care of our children, then we lose our entire work infrastructure.”

The subsidy is intended to address one piece of a larger workforce challenge.

Hiring, Retention Challenges

Childcare providers across Connecticut continue to face hiring and retention difficulties, reinforcing that expanding access to care also requires investing in the workforce that provides it.

During an Oct. 21 public hearing before the Early Childhood Education Endowment Funding Advisory Board, CBIA policy director Danielle Cloud emphasized the importance of supporting the early childhood educator workforce.

“A strong childcare system depends on having a sustainable pipeline of early childhood educators who can meet the needs of families across Connecticut,” Cloud said.

The new subsidy also comes as Connecticut rolls out a new tax credit designed to help small businesses offer health insurance coverage.

While these investments help address healthcare affordability challenges, broader, more comprehensive policy solutions are needed, particularly for small businesses.

For the business community, the investment reflects an important reality: access to childcare and workforce participation are connected.

Expanding capacity remains critical, but maintaining a strong workforce of educators is equally important to ensuring Connecticut families can access the care they need.

This announcement is an important step forward, but it is only one piece of the larger conversation around childcare and workforce participation.

As the 2027 legislative session approaches, CBIA will continue engaging with policymakers and stakeholders to ensure the business community’s perspective remains part of these important conversations.
