Do Not Text Bill Goes to Public Hearing

The legislature’s General Law Committee this week held a public hearing on a proposal to curtail certain texting practices.

As proposed, SB 209 would:

  • Ban unsolicited text messages to consumers without prior written consent
  • Increase penalties for violations of the established Do not Call Registry to $20,000 for each violation (the current fine is $11,000 per violation)
  • Increase outreach efforts by the Department of Consumer Protection to educate consumers regarding the filing of complaints.

Intent vs. Implementation

CBIA understands the intent of SB 209, but is concerned about how the “prior written consent” would be successfully implemented, and the impact of a dramatic increase in the fine to $20,000 per violation. 

CBIA is following up with further discussion with lawmakers about SB 209’s potential reach into daily business transactions and its possible unintended consequences on CT’s business community.
