Robinson+Cole’s Mooney Scott Named E2 Council Chair

CBIA’s E2: Energy & Environmental Council has named Robinson+Cole’s Emilee Mooney Scott as its next council chair.
Mooney Scott is a partner in Robinson+Cole’s Environmental, Energy, and Telecommunications Group, where she advises businesses on federal and state environmental laws, compliance, and transactional matters.
She succeeds Day Pitney’s Harold Blinderman, who served as chair for the past two years.
E2 brings together business leaders to drive public policy involving energy and environmental issues.

Pivotal Time
Mooney Scott’s appointment comes at a pivotal time as businesses prepare for important regulatory changes and evolving energy priorities in Connecticut.
“Connecticut’s business community will have a lot to track in the environmental and energy spaces in 2026,” Mooney Scott said.

“It also enables the business community to speak with one voice and express its priorities to regulators, legislators, and the wider community.”
During the 2025 legislative session, lawmakers approved sweeping regulatory changes, replacing the antiquated Transfer Act with new release-based cleanup regulations.
These regulations take effect March 1, 2026.
‘Trusted Advisor’
Mooney Scott played a key role, as a business representative, in crafting the regulations and serves on the working group, providing input on the program.
She recently began hosting a video podcast series exploring the state’s evolving environmental landscape.
“Emilee has emerged as a leader in Connecticut’s environmental and energy sectors,” said CBIA senior public policy director Pete Myers, who also serves as E2 council administrator.

Myers praised Blinderman for guiding the council through a period of uncertainty, including the development of release-based cleanup regulations.

Before joining Robinson+Cole, Mooney Scott served as a legislative fellow for the Connecticut General Assembly and worked as a research analyst assessing environmental liabilities in the energy and mineral processing sectors.
She began her two-year term December 1.
