CBIA Adds New Policy Advocates

CBIA, Connecticut’s largest business organization, has named senior policy director Jack DeOliveira, policy director Alannah Doheny, and assistant counsel James Rocco to its policy team.
Prior to joining CBIA, DeOliveira worked as a policy researcher for the Connecticut General Assembly and a policy director for a nonprofit think tank.
He also spent time working for the South Carolina State Treasurer’s Office and in government relations for a regional council of government.
Doheny worked in government relations in multiple supportive roles, engaged in Medicaid outreach as a Yale health policy fellow, and managed a state representative race in Connecticut.
Rocco worked as an administrative enforcement attorney for the Department of Consumer Protection regulating occupational licenses for the construction trades and also as a caucus staff attorney for over a decade at the Connecticut General Assembly.
Perspective, Experience

“Each brings a unique perspective, experience at the Capitol, and deep knowledge of the policy issues affecting Connecticut employers.

“They’ll play an important role in advancing practical solutions that strengthen the state’s business climate and economy.”
The additions strengthen CBIA’s advocacy efforts across key issues including workforce, healthcare, housing, energy, transportation, and regulatory policy.
Policy Focus
DeOliveira will focus on policy solutions related to labor and employment law, land use and housing, and transportation and government oversight.
Doheny will focus on healthcare, insurance, banking, and public safety policy, with an emphasis on healthcare affordability initiatives.
Rocco will focus on energy policies as well as environment, consumer protection, state contracting, and business law and liability.
“Connecticut businesses are navigating rising costs, workforce shortages, and an increasingly complex policy and regulatory environment,” Davis said.

DeOliveira holds degrees from Norwich University and the University of Alabama and is currently completing his PhD at the University of South Carolina.
Doheny earned her bachelor’s degree in public health from Southern Connecticut State University.
Rocco holds a bachelor’s degree in political science from Wagner College and a juris doctorate from Quinnipiac University School of Law.
