CBIA Releases 2025 State Legislative Voting Records

The state’s largest business organization today released its annual legislative scorecards, reflecting key state Senate and House votes from the 2025 General Assembly session. 

The scorecard illustrates how legislators voted in 2025 on a series of 12 key bills, either in committee or on the Senate or House floors.  

“These bills reflect just a fraction of the legislation that was addressed during the session,” said CBIA president and CEO Chris DiPentima.  

“But they were chosen based on their potential impact—positive or negative—on job growth and the state’s competitiveness and economic outlook.” 

The scorecard highlights lawmakers’ awareness of key issues for Connecticut’s economy such as the high cost of living and doing business, workforce growth, healthcare affordability, and regulatory reform.  

CBIA’s ReimagineCT policy solutions—supported by a bipartisan group of 73 state legislators representing both parties—are featured in many of those bills.  

“We approached this legislative session with a package of commonsense recommendations designed to reimagine and grow Connecticut’s economy.” DiPentima said. 

“Our voting records bring to light lawmakers’ priorities, positions, and actions on these critical issues.” 

Jobs Champions 

DiPentima noted that bipartisanship and collaboration—crucial for creating meaningful and long-term change—took another step back in 2025 with fewer legislators receiving 100% scores.  

Those legislators with 100% scores are designated as jobs champions in the scorecard.  

“It’s vital for the state to have champions in the legislature who fight for policies that will make the state more affordable, improve the business climate, and create meaningful opportunities for all residents,” he said.

“We are grateful to the policymakers who supported solutions that improve hiring ratios, enhance workforce development efforts, and expand career opportunities for people interested in the skilled trades.” 

DiPentima also noted the strong bipartisan support for a series of critical regulatory reforms.  

“These bills not only improve transparency, predictability, and efficiency for businesses, but they will also help spur economic development and create thousands of new jobs,” he said. 

Uncertain Future 

DiPentima noted that the legislation addressed during the 2025 session created an uncertain economic future for the state. 

“Unfortunately, too many legislators failed to meet the moment to make the tough decisions to ensure Connecticut’s long-term fiscal health and growth,” he said. 

“This budget only creates more uncertainty.”

The two-year, $55.8 billion budget passed by lawmakers works around the fiscal guardrails, hikes spending by $2.6 billion, and includes more than $357 million in business tax increases. 

“Businesses and residents want predictability, stability and certainty,” DiPentima said. 

“This budget only creates more uncertainty and leads to the very real possibility of program cuts and tax hikes when the next budget is due in 2027.” 

Affordability, Opportunity 

Chris Davis, CBIA vice president for public policy, noted that the scorecards also reflect lawmakers’ actions on policies that were ultimately not signed into law.  

“Legislation allowing striking workers to collect unemployment benefits and costly mandates on self-funded health plans only increase costs on employers and employees—hitting small businesses particularly hard,” Davis said. 

“It has never been more important for Connecticut lawmakers to collaborate and focus on what they can control to build an opportunity economy for all residents.”

“CBIA’s 2025 Survey of Connecticut Businesses found that costs are already rising for more than 90% of firms while hiring and retention is difficult for 76% of employers.” 

Davis urged lawmakers to work together on policy solutions that make Connecticut a more affordable place to live and work, expand the workforce, and improve the quality of life.  

“Given the volatility in the federal and global economic landscape, it has never been more important for Connecticut lawmakers to collaborate and focus on what they can control to build an opportunity economy for all residents,” he said.
