Giulietti Steps Down as DOT Commissioner
There will be a new leader at the Connecticut Department of Transportation when Gov. Ned Lamont begins his second term in January.
Lamont announced Nov. 23 that Garret Eucalitto will succeed Joseph Giulietti as DOT commissioner, one of a number of changes to his administration’s team.
Giulietti, a former president of Metro-North Railroad and executive director of the South Florida Regional Transportation Authority, served as DOT commissioner since the start of Lamont’s first term in January 2019.
“Serving in this role for four years has been a privilege,” Giulietti said.
“I know CTDOT will be in good hands under Garrett’s leadership. He is committed to delivering a cleaner and more reliable transportation network and is passionate about improving roadway safety.
“At this pivotal time, Garrett is the best person to lead CTDOT into its next chapter.”
Sustainable System
Eucalitto is no stranger to Connecticut or transportation initiatives.
He has served as the deputy commissioner alongside Giulietti since January 2020.
“They say true leaders don’t just know the way—they show the way—and Joe has shown me and countless others the way through challenging times, including a pandemic, to advance historic changes in transportation in our state,” Eucalitto said.
Prior to joining CTDOT, Eucalitto was the transportation program director for the National Governor’s Association and previously undersecretary for comprehensive planning and intergovernmental policy for the Connecticut Office of Policy and Management.

Lamont will submit the recommendation to the General Assembly for consideration after he is sworn in for a second term.
