Lawmakers Adopt Small Business Concierge Program

On the final day of the 2026 legislative session, lawmakers approved a bill creating a small business concierge within the state’s Department of Economic and Community Development.
HB 5467, a key CBIA priority this session, establishes a dedicated point of contact within DECD’s Office of Small Business Affairs to streamline how employers access grants, technical assistance, and other state resources.
The bill had strong bipartisan support, with co-sponsors including Rep. Joe Gresko (D-Stratford), Rep. Michael Quinn (D-Meriden), Rep. John Santanella (D-Enfield), Rep. Farley Santos (D-Danbury), Rep. Kerry Wood (D-Rocky Hill), and Rep. Joe Zullo (R-East Haven).
The new approach builds on successful models already in place, including similar concierge services supporting environmental permitting.
For many small and mid-sized businesses, the bill represents a significant step toward making state programs more accessible.
By creating a centralized resource for business support, the legislation will reduce confusion, improve coordination across agencies, and help companies take full advantage of programs intended to support growth and job creation.
